1.   use the compiled dll in the debug folder
2.   administrative tools / sharepoint 3.0 central administration
3.   shared services administration
4.   user-defined function assembilies
5.   add  user-defined function
6.   for assembly path, enter c:\your.dll
7.   enable assembly
8.   click start > Run, enter ‘iisreset’, and click OK.
